There is one option of Delay which we can use after any request....but since we can add think time then why we used delay operator?

I am new to WAPT Tool, I am working on a script (filebin) in which I upload file from desktop... but when I change the name of file it just changes the name But I don't know how to pass the file path, because there is no value in Url parmeter, so is there any other way?
