Strange behaviour - zero hits per second

I'm using trial version of WAPT Pro 2.0. During first 1,5minutes of test run it doesn't generate hits at all. Later amount of hits per second is very variant. What's wrong with it? I send chart of this test in attachment.

I think during this time no page was finished. WAPT shows statistics only after page request with all page elements were completed.
